Locked out — can't receive GitHub's 2FA SMS code, official policy says no manual recovery (Ticket #4511463)

Hi all,

I'm locked out of my main account (dinii0) because I'm unable to receive GitHub's 2FA SMS code on my phone number — my phone works completely fine otherwise, calls and other SMS come through normally, but GitHub's SMS provider specifically rejects delivery to this number. This isn't a compromise — I just have no way to complete 2FA anymore, and no other 2FA method was ever set up on the account.

I opened Ticket #4511463 on June 25 and have followed up five times since with full proof of ownership (password, registered email access, last login via GitHub Desktop in Feb 2026). No self-service option is available either — the in-product "Begin account or email recovery" flow shows device, SSH key, and personal access token all as unavailable.

I've now read GitHub's own Account Recovery Policy, which states Support won't restore 2FA-locked accounts without existing recovery methods, and that no social/ID verification is offered. Given that, I'm not sure if my ticket can be resolved at all — but I wanted to ask here in case:

Anyone has been through this same situation (can't receive the SMS code, not a lost-recovery-codes situation) and found a path forward, or
A staff member reading this can clarify whether this specific case is treated differently from a standard lost-2FA case.

I've also submitted through https://support.github.com/request in parallel. Appreciate any pointers.
